Our financial services are vital not only to the everyday running of HMRC but to building the Department’s future as a trusted, modern tax and customs department. To do this, we need great people like you to support and build a professional, empowered, and inclusive Finance Function right across HMRC.
You will study towards either a CIMA or CIPFA - Finance Qualification via a Level 7 Apprenticeship.
This 4-year programme offers 4 placements in total. 3 x 1-year placements in core finance roles and then you may spend your final year in a role less focussed on core finance.
Following 2 years on the scheme (at Higher Officer) and subject to meeting the scheme milestones (satisfactory progress with study programme, Line manager endorsement), you can apply for advancement to Senior Officer through an assessment process. If successful, you will be offered a permanent contract for the remainder of the scheme. Placements 3 & 4 will reflect your new grade.
You will do work placements across multiple Finance teams to give you experience of how finance works, alongside studying for your qualification. Your placements will ensure the variety and breadth of experience required to be recognised as a qualified accountant.
Existing Civil Servants currently at a higher grade than HO, will be opting to voluntarily downgrade if successful which would be a permanent change to your terms and conditions.

Job description
Responsibilities include but are not limited to:
- Management Reporting - perform important month end activities, ensure accuracy and provide insight, which supports the team to produce financial reports.
- Financial Accounting and Reporting - delivering core financial controls, providing technical accounting advice and producing the annual report and accounts.
- Financial Operations - ensuring that financial processes run efficiently such as purchasing, income, cash management, expense, payroll and master data setup.
- Finance Business Partnering - long term planning, budgeting, forecasting, analysis and communication of financial data and reports, supporting investment appraisals and commercial activities.
- Risk management - working closely with other corporate functions and stakeholders to monitor and mitigate risk.
- Strategic Finance - provide strategic advice and analysis on financial impact, performance and risk to senior stakeholders and through this contribute to the strategic direction of the Department.
- Systems and Data - manage the financial systems controls and user support processes.

Essential Criteria :
- External Candidates - A Degree minimum 2.1 in any subject
- Existing Civil Servants – A minimum of Level 4 Qualification or equivalent.
- All applicants - GCSE (or equivalent) in Math's & English, Grades 4-9
- All Applicants - Not undertaking another apprenticeship or government funded qualification at the same time.

- All Applicants must complete and pass an apprenticeship eligibility assessment from our Training Provider at enrolment stage. You will be assessed against Level 7 Apprenticeship Standard. Your appointment will not be confirmed until this has been completed.
Additional Security Information
Please note that if you are appointed to 100 Parliament Street, as a condition of working in this location you will be required to obtain Counter Terrorist Check (CTC) level clearance.
To obtain this level of clearance, you will normally need to meet the minimum UK residency period, which for CTC is 3 years UK residency prior to your vetting application.
You may not be able to start in the location until clearance is granted.
